Industry expert says government shake-up “must respond positively” to rider licence review

MCIA CEO Tony Campbell has asked the incoming government to “respond positively” to the rider licence review, which is part of the new Road Safety Strategy, which was revealed in January.

Tony Campbell, CEO of the MCIA (Motorcycle Industry Association), has called for the incoming government to support the two-wheel industry by reacting “positively” to the rider licence review.

Campbell’s comments came as part of a press release that featured motorcycle sales figures for the month of June. As has been the case all year, those numbers continued to trend upwards compared to the same period in 2025.  

June closed with overall growth of 13 per cent compared with the same month last year, while year-to-date figures stand at a positive 15.2 per cent. That includes all segments within the L-Category sector, with motorcycle sales rising by 14.5 per cent.

Speaking about motorcycle sales for June, Campbell said: 

“As we reach halfway through the calendar year, the June market is another positive message, demonstrating the continued appeal of mopeds, motorcycles and other vehicles in our sector, despite the economic pressures facing both businesses and consumers.”

Campbell followed those comments with a plea to the incoming government to make sure motorcycles are considered in the rider licence review.

The new Road Safety Strategy was revealed on January 7, 2026, and included reforms to motorcycle training and licensing as a possibility within it.

Reducing the number of deaths was also a major part of the strategy, with motorcyclists making up a disproportionate amount of road fatalities. The new road safety strategy promises to cut deaths and serious injuries on Britain’s roads by nearly two-thirds by 2035.

Speaking about the rider licence review, Campbell added: 

“With a shake up on the horizon for this Government, we continue to be adamant in our view that our sector needs support and that this Government must respond positively to the on-going rider licence review. By agreeing to meet with our sector, we can discuss a concrete plan around how our industry is central to this Government’s new transport strategy.

“Now need to see action from the Government to ensure that this can be a secure transport solution available to all communities across the UK.”
