Easy to do by mistake if the outboard motor 'trim' is too high. Look at the angle of the engines in the video, even with a small throttle opening it'll just pick the front up.
Normally you'd keep the engine trimmed right in to start, keeping the front down, then to hit max speed you'd trim it out a bit to lift the front slightly and reduce drag, but nowhere near as far out as in this clip.
