My bike cost 160 to restrict, part of the cost was for certification which you must have. I,m not sure if you can sell certify.You could get a bike under 33bhp. My wife has a Honda Bros 600 which comes under the limit.Here is a list of 33bhp bikes, www.magireland.org/33bhp.htm

my cb 400 cost £80 to restrict that included the kit, the fitting and the certificate. I'd shop around if i were you or by a bike either already restricted or below 33bhp. BTW they were four bits of plastic pipe used to restrict it
