If i knew him i'd go round to his house and kick the shit out of him for being an idiot before going to the Police. The Police in this country are a complete joke. See if you can have a word with him first, explaining that the fact that she's probably safer on the tank than sat behind him is no excuse to supposedly ride like an idiot out on the roads. There's plenty enough products now to give "Love Handles" to rider's for pillion's to hold onto, or simply strap the child to you with some straps of some kind would be better than this. I can't see how any frontal crash (someone pulling out in front of the bike) could end well for the girl on the tank. Get some flipping sense! Utter muppet!
