Not quite. What you (and Bennett) mean is that 22% of claims handled by Bennett in 2011 were made as a result of accidents in London.
London will always have the highest number of accidents simply because of the number of bikes.
I'd like to know what % of the insurance market Bennett has as this would shed some light on the relevance of its "survey".

Mark... most statistics that aren't instantly apparent have a criteria by which they are gathered... here the criteria was clarified, so while you're correct it was a statement that didn't really need saying.
It would have been more interesting to analyse the stats with respect to the number of people in each area they had insured with them, without which, as you say, the stats are relatively useless because London has more bikes.
