Your point is well made, Hedgehog. Though as Garcher says, at least it's some positive action to try and tackle the problem.
Doesn't go far enough though - it's all very well encouraging bikers to take more training (and that is of course a very good idea) but there needs to be far more education of car/van/lorry drivers about how they can be safer, and try to avoid them contributing to the accident rate in the first place.
