Welcome to the USA, with the highest rates of incarceration in the world.
Now that prisons are largely run by private companies that get paid based on number of inmates, there's not a lot of effort made at job training, counseling, or rehabilitation for the inmates. The prime focus is on making the prisoner unable to cope with life outside of prison so they will return and add one to the inmate count.
And all of these massive, for-profit companies that run the jails are lobbying for legislation that leads to more, and longer, incarcerations.
