How about they use the money not to build a new circuit, but instead to promote the existing ones in Wales, Angelsey and Pembrey.
Both great circuits but get overlooked, but could host a variety of racing with the right funding for the facilities and infrastructure and promotion etc..

So long as the build it far enough away from the wingers who complain about noise, i would go. Noise limits are killing UK track days.

Pembrey and Anglesey are miles and miles from anywhere. This is much more accessible from population centres. Brilliant news

Apparently they've sold Pembrey for development! Shame as it's a good track and worth the seven hour journey. Anglesey is slightly closer but if the tide is out on the Sunday race day, racing stops so the noise does not up set the folk going to church. Google map it.
