If you balance the bike correctly or use a small block of wood propping up the sump then you can get both wheels off the ground quite easily.

I once successfully challenged a ticket from Islington council as the definition on the back of the ticket where it states “parked with one or more wheels on any part of an urban road” - the word road had been misprinted as foad.

Since they couldn't explain what an urban foad was, they had to let me off.

Good on him, it's only right that the council should be prepared to accept defeat on minor details if they intend to turn petty parking infractions into revenue. The more of this the better I'd say. They shouldn't be allowed to slap the same fines on bikes as cars in any case, it's simply opportunism to suggest a bike is capable of causing a significant obstruction when parked.
There is a whole mindset of cynicism in this county's authorities that simply treats the populace as a revenue raiser with total disdain for principle or fair play.

good on this guy, I know he's kind of missing the point of that law - but if it hasnt been written correctly then he's got the right to take advantage of it.
